Biography

Helen Miller was born in Newark, New Jersey in 1945. She earned a bachelors degree from Howard and a masters of library science from Our Lady of the Lake University before attending law school at Georgetown and becoming an attorney. A Democrat, Miller represented parts of the Fort Dodge area in the Iowa House, serving District 49 from 2003-2013 and District 9 from 2013-2019. The first Black woman to serve as ranking member of the House agriculture committee, Miller created a program to help urban legislators from across the country learn about agricultural issues. She is also known for her work to advance the completion of Highway 20 as a four-lane route across Iowa.
