Biography

Cindy Winckler was born in Des Moines in 1950 and grew up in Davenport. After earning degrees from Northeast Missouri State and the University of Northern Iowa, she worked as a family and consumer science teacher in various Iowa school districts and has also served as an educational consultant. A Democrat, Winckler has represented parts of the Quad Cities and Scott County in the Iowa legislature for over 20 years, serving House District 44 from 2001-2003, House District 86 from 2003-2013, House District 90 from 2013-2023, and Senate District 49 beginning in 2023.
