Biography
Joseph Matthew Seng Jr. was born September 27, 1946 in Davenport, Iowa to Joseph Matthew Seng Sr. and Elsie Irene (Ales) Seng. After graduating from Lost Nation Community High School, he earned bachelor of science and doctoral degrees in veterinary medicine from Iowa State University. He owned the St. Francis Veterinary Hospital in west Davenport, where he often provided services at low or no cost to families in need. He married Mary Kresser in 2015. Seng was elected as a Democrat to represent parts of Davenport in the Iowa Senate in 2003. He was reelected to three more terms and continued to fulfill the duties of his office while suffering from brain cancer. He passed away in 2016.
