Biography

Doris Kelley was born in 1946 in Glasgow, Kentucky. She and her husband later moved to Waterloo. Kelley became executive director of Cedar Falls’ Main Street revitalization program and chair of the local telecommunications utilities board; she later worked as a consultant with other municipalities interested in operating telecommunications networks. Kelley represented Iowa House District 20 (parts of Black Hawk County and the Waterloo area) from 2007-2011. Kelley served on the board of 50/50 in 2020, an organization dedicated to equalizing gender representation in elected offices in Iowa, and was an interviewer for the Hard Won, Not Done oral history of Iowa women legislators (IWA 1278).
